I'm not saying I would use "negro" in general parlance, but I still don't like all this "you're not allowed to do things which may cause offence" business. If you say something downright out of order then you can expect some come-uppance, but you shouldn't be banned from saying things in the first place because they might cause offence. It's like the incitement to religious hatred stuff; the motives behind it may be sensible, but it's the kind of thing that can easily get exaggerated to thought crime levels.
