You can disable access to Internet Explorer using Default Programs. I don't know which OS you're using but on Vista:

Start -> Default Programs -> Set program access and computer defaults -> Custom -> Uncheck "Enable Access To This Program" next to IE.

I think this is same in XP, but I can't remember
